ThemutualinterestofChinaandEUhasneverbeenhigheralthoughitismainlydrivenbyeconomicinterestsandthecontextofglobalization.TheculturaldialoguebetweentheEUandChinahowever,issmall-

scaleinspiteofanEUexternalpolicywhichincludesculturalexchange.ItcannotbedeniedthatEUprojectsdevelopedcloselywiththeECdelegationandChinesenationalstakeholderslikethecurrentYearofInterCulturalDialoguein2012havemetdifficultiesingeneratingpublicinterestandparticipation.TheEU-

ChinaHigh-LevelCulturalForumcreatedin2009

withtheaimof"fosteringmutualunderstandingbetweenthepeopleoftheEUandChina"hasequallyfailedtoattractattentionbeyondtheinvitedveryfew.

AgainstsuchinitiativesnosurprisethatthemostwidespreadEuropeanpresenceinChinaismadeupbysome600to700publiclyfundedculturalprojectsandactivitiescarriedoutannuallybyMemberStatesandinparticularthroughtheirCulturalInstitutes.Themajorityoftheseactivitieshaveuptillrecentlybeenpredominantlybilateral,butwecannowregisteranincreaseinjointactivitiesintheinterestofEurope.

ThisisnotleastthankstoEUNICrepresentinginstitutionswhichhavetogetheralonghistoryandexperienceofculturalworkandculturalrelationsworkinChina.Withinthemarerespected"Chinaexperts"incultural,artistic,environmental,andculturalrelationsfields,anumberofthemwith30yearsChinaexperienceaswellasverylargenumbersofChinesestaffexpertsinEuropeanlanguages.

AssuchEUNICmaywellrepresenttherichestsourceofpracticalexpertiseonEuropeanculturalrelationswithChinatobefoundconcentratedinoneplaceanywhereintheworld.Itsstrengthandpotentialliesintwoimportantareas-initscapacitytoadviseanditscapacitytodeliverEuropeanprojectsandprograms,acrossChina,withpartnersandinwayswhichoftenmaybeinaccessibletotheEUdelegationinChina.
Anexampleofthisisaprogramfor2013withEUNICjoiningleadingChineseuniversitiesacrossthecountryinorganisingacademicworkshopsandseminarsonspecificissueswithinthefieldofcreativeindustriestoboostthemwithaEuropeandimension.TothisdayfestivalsandfairsinBeijing,Tianjin,Shanghai,Chengdu,Xi'an,ShenzhenandHangzhouwillbenefitfromthisoutreachofEuropeanexpertiseintotherealmofChineseacademia.

Denmarkassuchdoesn'tsellticketsunlesswedisregardthemanyHansChristianAndersen-basedspin-

offswhichChineseproducersareverygoodattakingcareof.Therefore,ourmajorcontributiontotheculturaldialoguewillconcentrateontheseriousissuesofmodernitywhichallsocietiesarefacedwith.TheDanishCulturalInstitute'smainmissionwillbetocomeupwithculturalpositionstochallengeslikeclimatechangeandurbandevelopment,inshorttheconflictbetweengrowthandasustainablefuture.

Inthislight,I'mextremelyproudtoshareourfinesthourinChinasofar,wheninJune2012,theChinesepresidentHuJintaoandDanishpremierHelleThorning-

SchmidtsignedtheMemorandumofUnderstandingofreciprocalestablishmentofCulturalCentresinChinaandDenmark,astepmarkingtheculminationofmorethan8yearsofworkanddialoguebetweenthetwocountries.

中国一欧盟文化关系以及文化研究机构的角色

中国与欧盟相互之间的关系达到前所未有的高度，尽管这主要是由经济利益和全球化背景所驱动的。然而，欧盟与中国之间的文化对话规模仍很小，尽管欧盟的对外政策包括文化交流。不可否认的是，欧盟项目的发展与欧共体代表团和中国国内的利益相关者有密切关系，例如，本年度的“2012跨文化对话年”在开发公众兴趣和公众参与方面遇到一些困难。2009年创建的欧盟一中国高层文化论坛旨在“促进欧盟与中国人民之间的相互了解”，但除了所邀请到的少数人以外，没有引起更多人的关注。

在这些倡议下，欧洲在中国的存在主要是由600至700个公共资助的文化项目和活动组成的，这些项目和活动由成员国每年举办，尤其是通过其文化研究机构进行的。直到最近为止，其中的大多数活动主要是双边的，但我们现在可以举办符合欧洲利益的越来越多的共同活动。

另外一个因素是代表EUNIC（欧盟文化中心合作组织）的机构在中国从事文化工作和文化关系工作的长期历史和经验。其中有在文化、艺术、环境和文化关系领域的令人尊敬的“中国问题专家”，有些专家具有30年的中国研究经验，还有大量的精通欧洲语言的中国专家。

这样，EUNIC代表了世界上现有的最集中的关于欧洲与中国文化关系专业知识的最丰富源泉。它的实力和潜力在于两个重要领域：与合作伙伴一起在整个中国提供咨询服务以及交付项目和计划，并且这些项目和计划对于在中国的欧洲代表团来说常常是难以胜任的。

这方面的一个例子是EUNIC参加的定于2013年举办的一个项目：中国各地的大学组织有关创意行业专门问题的学术讨论会和研讨会，以便促进他们与欧洲的关系。这些欧洲专业知识扩展到中国学术界领域，将使如今在北京、天津、上海、成都、西安、深圳和杭州举办的文化节和博览会从中获益。

丹麦如果要取得成功，就不应去在乎中国制作人非常擅长处理的基于安徒生的大量的副产品。因此，我们对于文化对话的主要贡献将集中在所有社会都面临的严肃的现代问题上。丹麦文化中心的主要使命将是提出针对相关挑战的文化立场，诸如气候变化和城市发展等等，总之是发展与可持续未来之间的矛盾。

有鉴于此，我非常自豪地与各位共享我们迄今为止在中国最辉煌的时刻：2012年6月，中国国家主席胡锦涛和丹麦首相托宁施密特签署了有关在中国和丹麦相互建立文化中心的谅解备忘录。这标志着两国在过去8年多时间里所开展的工作和对话取得了圆满的结果。
